Neighborhood Stabilization Program (NSP)
HUD’s new Neighborhood Stabilization Program (NSP) provides targeted emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. The Towns of Sanford and Waterboro are participating in this program through a cooperative effort involving the Towns, York County Shelters Incorporated, York County Community Action Corporation and the Sanford Housing Authority. Also included in the program is the Town of Waterboro. The funding will be through the State of Maine Office of Community Development.
York County Shelters Program Incoroporated (YCSPI), Sanford Housing Authority (SHA), and York County Community Action Corporation (YCCAC) will each be aquiring, rehabilitating, and reselling properties in Sanford and Waterboro. The NSP program will account for an initial 16 homes to be purchased and rehabilitated within the next 18 months beginning in March or April of 2009. Each agency will be responsible for its own acquisition and rehabilitation which is to include contractor selection. Contractor selection will be made from an approved contractor list. To be placed on the approved contractor list, interested general contractors should submit the required information identified on the Contractor Application Form and submit to the NSP program. Approved contractors will be notified to bid on subject properties by each individual agency when subject properties are available.
